Senators Propose Tying Strategic Oil Reserve, Keystone XL

Business Week -- Senate Republicans introduced legislation that would bar the Obama administration from using the U.S. Strategic Petroleum Reserve unless TransCanada Corp.’s Keystone XL pipeline is approved.

The bill, preventing President Obama from releasing oil from the reserve if oil supplies are disrupted, is aimed at advancing Calgary-based TransCanada’s plan to build the project to carry oil to U.S. Gulf Coast refineries.

Asked whether the U.S. might release oil from the reserve to limit a recent jump in oil prices, White House press secretary Jay Carney said the administration never takes “options off the table,” although he had no announcement.

Senate bill S. 2100, is sponsored by Senator David Vitter of Louisiana and Senators Richard Lugar of Indiana and John Hoeven of North Dakota.

I believe strongly that we need to approve the Keystone XL pipeline. At the same time, I don't like these political manipulation games. Ultimately what we really need here is a president who will take the obvious right step and just approve the piepline without making it a political football. I also see the electioneering that's takig place here. With gas prices forecast by many to reach $5 this summer, right before the election, I expect Obama to use every trick available to him, especially releasing oil from the strategic reserve, to manipulate public sentiment toward him before the election.
